I believe with a computer ID scheme, the software is assigned to the product ID on each PC it's installed on so it's non-transferable to other machines. (right click Computer > Properties > Product ID)
The Product ID is less likely to change than an IP address or registration number of MT4 (unless someone's computer dies or they upgrade machines, which is far less frequent).

The registration is limited to not one, but three MT4 account numbers, and it's in reality more lenient than that. As explained in post #174, provided that you stay within the same MT4 installation on the same computer, it's effectively unlimited, and will automatically maintain itself. For further details, please see post #174.
