Yes, it requires better reaction and more skills (but not a lot more) to trade lower timeframe. These skills included beware of different hours of the days (and different days of the week), such as London open, NY open, prevent scheduled news, evaluate breaking news.
Higher timeframe traders don't need to do this, or it may be said they can't do this, it is not realistic to do so for them, but news also affect higher timeframe too. Lower timeframe traders instead will keep their hands off completely when really big news come. So, it is difficult to say which group bears higher risk.
I use H1 instead of H4 that many use here, because of different time zone, H1 is more reliable than H4 in my opinion. With my reaction, H1 is the lowest timeframe that I can mainly concentrate on. And whatever timeframe you are using, it is wise to look at the higher timeframe (a timeframe at least 4 times higher than the one you are concentrating).
