If this rumor is true, and it likely is not, I don't think it could trigger a CDS credit event, if the privately held bonds are haircut regulatory reasons, but the CB and sovereign held bonds are not. In this stuff, the devils are in the details, and, with the size of money at stake in these things, it is the den for lawyers, not politicians or politically appointed hacks (that's American for Finance Minister).
