The FED cannot just simply, ignore market expectations as much as it cannot ignore macroeconomic factors and the timing of its decision. Neither it can just openly launch a policy "nuclear bomb" (or do nothing) without risking severe consequences if the economy or to the main actors in the economy are not prepared or ready to take it, etc.
In simple words, and not to clear them for all the wrong doings and mistakes, There is a huge range of Greys in between pure Black and White ...
