Major Southeast Asian exporters involved in the Trans-Pacific Partnership are rushing to take advantage of the pending trade benefits, boosting production and arranging supply chains within the 12-nation free-trade area to qualify for duty-free imports. The Vietnam National Textile and Garment Group, or Vinatex, is growing its large network of plants in advance of the pact's enactment.
