Italy's divided government kept Europe waiting on Tuesday for long delayed reforms on the eve of a summit to devise a strategy to confront the euro zone's worsening debt crisis. Just 24 hours before European Union leaders are due to adopt a plan to reduce Greece's debt burden, fortify European banks to withstand bond losses, and scale up the euro zone rescue fund to prevent market contagion, all eyes were on Rome.
