Buy a new computer system for tax collectors (another spendind rule)
Tightening rules against bribery (how is that possible in 7 days - this should be called "mission impossible", because falling GDP means more bribery)
Centralize health insurance (spending)
Change the way drugs are prescribed (spending)
Complete an accurate land registry (spending)

I'd say all those points need more spending not cuts.
