Well you won't probably find brokers which offer EURCNY, firstly because of capital controls on CNY and secondly because of low liquidity for this pair. As an alternative option you can buy EURUSD and sell USDCNH with Hotforex so you get only EURCNH exposure. Can't say anything about transaction costs though.
