I'm planning to forex open an account with Dukascopy but wish to know the difference between Dukascopy Europe and Dukascopy Bank SA in terms of:
1. True ECN/STP
2. Market Maker
3. Trading Platform
4. Spread & Commission
5. Slippage

3.) Dont understand your Question. Both SA & EU provide mt4 acces if thats what you mean?

No difference whatsoever. And no, they (both) do not provide MT4; however, MT4 access to SWFX (Duka's " Swiss Forex Marketplace") can be provided by a 3rd party, additional fees may apply.

Big Difference: Dukascopy SA regulated by FINMA, Dukascopy EU Regulated By Latvia regulator, difference in leverage too, better open an account with Dukascopy partners brokers regulated by FCA than Duk. Latvia!

Be aware that Dukascopy Europe is as Harris27 observes, LATVIAN based and regulated by Latvian regulatory authority.
Which IMHO is about as effective as Cyprus.

i can't find any info on their website, can anyone please explain.
