Question1

Let's say current market price is 1.4550, 3PIPS SPREAD,

I set
sell stop 1.4530
buy stop 1.4570
what is the market price only hit my sell stop and buy stop ?
is it 1.4567 hit my buy stop, 1.4530 hit my sell stop?

Question 2

If I buy 1 lot at 1.4550, TP and SL are 15pips respectively,
is it 1.4568 hit my TP, 1.4538 hit my SL??

If I sell 1 lot at 1.4550, TP and SL are 15pips respectively,
is it 1.4532 hit my TP, 1.4562 hit my SL??

You really need to work this out for yourself, on a demo account and on a, say, 5 minutes chart where you can see the spread. In MT4 select "show ask" so that you can see the bid and ask.

But be careful, a lot of brokers have variable spreads and your calculations at the open of a trade might not meet what the broker gives you at the close...
