You should not say any ECN broker would be fine for Arbitrage trading, many of them won't even want to hear you mention it. Seems all retail brokers forbid it. Maybe it is because traders make too much money off it.

This is one of the worst idea I have heard all day. Since when does someone design a system just to lose money. My advice is that you follow a trading signal, do the opposite of the signal all the time.

My broker offers fixed spread tat I ave noticed to be stable. Fixed spreads do not widen, from what I see on the platform during trading hours. It does no widen even when the market is most volatile.
