What you have posted is an ex4 file which is the executable... you would need to post the source code to do anything to the EA... the file should end in .mq4!

No, at least not to my knoledge, you could use a script to do this tho.... just write a script that places a market order with a defined tp and sl and click and drag it to the chart at the time you want the trade to execute!
