    The Federal Reserve will have to see a substantial change in economic conditions before making any changes to its monetary policy stance, New York Fed President John Williams said Wednesday. “Monetary policy is in a good place,” he spoke with CNBC’s Steve Liesman. “But, as we’ve proven in the past, if economic conditions shift, change in a material way … obviously we’re ready to adjust our policy views accordingly.” The Fed cut rates three times this year in a near-complete reversal of its 2018 policy moves. USD doesn't need QE - heck neither does the EU but they are just addicted to the cheap free $.

The FED will remain on the sideline until they get more data and right now USA rates are perfect where they are

Agree with you on this am nibbling by adding USD/ZAR long here. USD/TRY already moving up, yield chasing in emerging markets a bit overdone. I think Fed signaling they have not changed stance even though market is sold on idea that it has,
Daily cycle low zone here and weekly still a few weeks out ahead. USD/ZAR Still could get the push to 14.00 for bottom.
