i would think if they raise that rate its a sign they are serious about the rate hike, sending USD higher against most pairs

raise of rate will mean raise of USD currency pairs especially against EUR as they are in the other side of weakening the currency.

Seeing as gold/silver are very negatively correlated to the USD, I'd say that if the discount rate is hiked, gold/silver will drop

(Correction: The analysis first presented here was based on voting at the August discount rate meeting, not the September meeting. Here is the link to the Fed statement following the August and September. At the September meeting, eight of the 12 Federal Reserve banks advocated a hike in the discount rate. Note that despite the advocacy of a hike in the discount rate, the Fed's record stated: "No sentiment was expressed for changing the primary credit rate before the Committee's meeting, and the existing rate was maintained." Hence, although our analysis was derived from the August discount rate meeting, our conclusion still seems to remain valid. Do not expect a discount rate hike before lift-off.)

even if they raise the discount rate, their statement will definitely be dovish just to prevent USD appreciation. USD in this case will go up and down in a matter of some minutes. however, the trend and fundamentals are in place: USD will continue appreciation against many majors.

Can the Fed take the risk, is the economy showing enough strength for a rate hike? Yellen knows better. Cautious trading please!

Good reason why the Fed may bring forward the announcement to today is to avoid the normal volatility associated with the period ahead of the standard expectations of the markets which is the next FOMC meeting on the 16th Dec.
