The restriction or cessation of Gas supplies is in fact a tool they have at their disposal. The mere fact that supplies may be threatened in this way does have a bearing on political maneuverings and decisions. The trick they (Russians) need to pull off is to leave Europe fearful enough to be more lenient in their approach, while never actually having to take any line other than denial...
