The young lady ought to refresh her careful use of terms used in economics.

Someone with a PhD in economics has no excuse for confusing and conflating goods which are "public" and those goods which are more accurately described as "merit" goods.

There may be varying degrees of overlap. of course (eg, what level of education? elementary or secondary/tertiary?) . But in the meantime, don't just conflate them. That's deceptive.
